Council members present: Jon Preston, Bill Brager, Joe Soha, John Hillcar, Juanita Weissenfels, and Mayor Tim Fletcher. Staff present: Audrey Grafstrom, Clerk/Treasurer, Rod Fleck, Attorney/Planner, Mike Rowley, Police Chief, and Paul Hampton, Public Works Director.
Public comments
Steve Hopkins, Clallam Transit System Operations and Planning Manager provided feedback regarding the recent schedule changes. Ridership has increased 80 percent for the Forks shuttle and 90 percent for the Forks to La Push route. He also reported that beginning July 24, Eagle Crest Way to Clallam Bay Corrections Center will be closed for three months to replace culverts. A detour will be provided via a gravel utility access road.
Lissy Andros, Chamber of Commerce Executive Director reported that in June they saw nearly 1,000 visitors at the Twilight Collection housed in the Rainforest Arts Center.
2019 to 2024 Six-Year Street Plan
Public Works Director Paul Hampton reviewed the Six-Year Street Plan. Steve Hopkins, Clallam Transit System Operations and Planning Manager stated that CTS is appreciative of the focus on pedestrian infrastructure.
Discussion ensued regarding the location of Calawah Way improvements and the age of the existing road. The grind and overlay of Calawah Way would occur from Highway 101 to Trillium Avenue.
Motions were made to approve the Six-Year Street Plan for 2019 to 2024, and to set a public hearing for the 2019 to 2025 Capital Improvement Plan for August 13.
Reservoir Recoating Project Bid Award
Bids exceeded the engineer’s estimate by $242,796. The USDA loan amount is set at $1,947,000. Any additional USDA funding would require a second application. Gray & Osborne reviewed the bids for responsiveness and recommends that the project be awarded to HCI Industrial Marine Coatings, Inc. as the lowest responsive, responsible bidder.
Motion to award the Reservoir Recoating Project to HCI Industrial Marine Coatings, Inc. per recommendation of Gray & Osborne, Inc. and subject to concurrence by USDA Rural Development with project costs exceeding engineer’s estimate provided by the Water Fund.
Consideration of Bid Additive Award for 2018 Road & Sidewalk Improvement Project Public Works Director Hampton and Devin Jackson, P.E. with Jackson Civil Engineering explained that this contract was originally awarded without the bid additive item of repaving East A Street. The contractor has delineated areas where new asphalt from the sidewalks will join the existing asphalt, which would not encompass all of the defective areas.
Motion to award the bid additive of repaving East A Street for the 2018 Road & Sidewalk Improvement Project per Rognlin’s, Inc. bid.
DISCUSSION ITEMS
The YTD sales tax and lodging tax reports through June 30, 2018 were reviewed.
Council Member Reports included thanks to the Public Works Crew for cleaning up up quickly after the 4th of July activities, potholes, crackdown on speeders, lost dogs at the shelter.
Staff Reports included DART Training at the Forks Airport, no 4th of July complaints, and city well levels dropping.
Mayor’s Report-Mayor Fletcher participated in several 4th of July activities, and distributed ‘guidelines for monthly invocation.’
