Halloween Party

Sunshine and Rainbows will host a Halloween Party at the Family First Center on Friday, Oct. 27, from 4:30-6:30 p.m. There will be craft tables and cupcake decorating. Costumes are optional. All children must be accompanied by a parent or guardian.

Rain of Terror is ready to frighten you!

The Rain of Terror has opened its hangar doors last weekend and will continue through Halloween, from 7 p.m. to midnight Friday, Oct. 20; Saturday, Oct. 21; Friday, Oct. 27; and Saturday, Oct. 28. On Halloween day Tuesday, Oct. 31, it will be be open from 6 p.m.-10 p.m.

Tickets at the door cost $10. The haunted house includes more than 30 rooms, four flights of stairs and dozens of live actors/community volunteers.

Neah Bay Fall Festival

The Neah Bay Fall Festival will be held Friday, Oct. 20, from 4:30-6:30 p.m. at the Neah Bay High School gym. Tickets will be sold for fun activities and prizes. There will be: fish pond, ring toss, face painting, hoop shoot, cakewalk, limbo and more.

Snacks will be sold at the concession stand. Hope to see you in your costume!

West Jefferson

County Emergency

Preparedness

The next meeting of the West Jefferson County Emergency Preparedness Work Group will be held on Saturday, Oct. 28, from 10 a.m.-1 p.m. at the Clearwater School. This will be the fourth meeting where the group is developing an emergency response structure to natural disasters. Organizer Jimmy Conomos said, “We are preparing the various communities in West Jefferson County around the micro-island model as proposed by John Crook from the Jefferson County office of emergency management. We still would like input from Bogachiel Valley and those in the upper Hoh Valley.”

Clallam Bay

Pumpkin Decorating and Carving Contest

The Clallam Bay Branch of the North Olympic Library System (NOLS) will host its fourth annual all-ages pumpkin decorating and carving contest. Artists are invited to submit their completed creations during regular library hours beginning at 11a.m. on Monday, Oct. 30, until judging commences at 4 p.m. on Tuesday, Oct. 31.

Contest rules

Entries will be accepted at the library beginning Oct. 30, and must be received no later than 4 p.m. on Tuesday, Oct. 31. Prizes for Best in Show will be awarded in four age divisions: youth (6 and under); kids (7-12); young adult (ages 13-17); and adult (18 and older). Only real pumpkins, vegetables, and fruit may be used. Artificial craft pumpkins are not eligible.

Join the West End Sportsmen’s Club Now

From now through December 2017, if you join for the remainder of 2017 and for 2018 the WESC is offering a special deal.

Single Membership Dues: $52.50, Family Membership Dues: $67.50. This special offer will give members access for the remainder of 2017 and the full year of 2018.

There is no discount for signing up for the remainder of 2017-full annual dues apply.

Also, membership renewal is Jan. 1 of every year. Club officers are also voted on each January, after nominations in Dec.

Dog Costume Contest

The Forks Forum will sponsor the third annual Halloween Pet costume contest for dogs from 1-2 p.m. Saturday, Oct. 28, at Forks Outfitters “Pumpkin Patch” outside the store.

Participation entry fee is $5 or a bag of pet food, photos are $5; all proceeds to benefit Friends of Forks Animals.

Prizes awarded for first, second and third place.

FES PTO Meeting

Fork Elementary School Parent Teaher Organization meetings are the first Tuesday of the month at 6 p.m. at the Forks Elementary School Lunchroom.

WEYL Sign-ups

West End Youth League girls basketball grades 3-6 sign-ups will be Monday, Oct. 23 and Thursday, Oct. 26 from 6:30-8 p.m. at Pacific Pizza. The cost is $35 per player. Immunization Clinics

Clallam County Health and Human Services in Forks will hold Immunization Clinics on Monday, Oct. 23rd; Monday Nov. 27 and Monday, Dec. 18. All clinics are from 9:30 a.m. – 12:30 p.m. by appointment only. Call 360-374-3121 to schedule an appointment. Cash or check only, Medicaid can be billed bring your card, a receipt will be given for insurance purposes. CCHHS is located at 140 C St.

Men’s Breakfast

This Months Men’s Nondenominational Fellowship Breakfast will be held at Forks Congregational Church, 280 South Spartan Ave., on Oct. 21 at 8 a.m. This months program will be discussion of the upcoming Santa’s Breakfast and “How can we reach out to Men of other denominations?”, discussion on Scripture, Prayer and Christian fellowship. Pastor Johnson with the assistance from others will be providing the breakfast of texas french toast, link sausage, scrambled eggs, and coffee/juice. The Reading and prayer for breakfast starts at 8 a.m. sharp.

VFW’s Youth Scholarship Competitions

Tom Hughes, Commander of the Veterans of Foreign Wars (VFW) Post 9106, Forks, announced the kick-off of this year’s VFW’s Youth Scholarship Competitions to include 3rd grade through High School. Scholarships are separated by grade levels so everyone has a fair chance. The local post will judge all entries with the first-place winner being passed on for judging by District, State, and National. Local deadline for all writing scholarship applications is Oct. 31.

The Youth Essay program is for grades 3-5 with the theme: “What Does a Veteran Mean to Me?” Participants must compose their own essay which may be handwritten, printed, or typed.

Patriot’s Pen scholarship can be completed by any student 6-8 grade. This writing is limited to no less than 300 words or more than 400 words. The National first place winner receives $5,000 with smaller prizes offered by post, district, and state for first place winners. This year’s theme is: “America’s Gift to My Generation.”

High school students can apply to Voice of Democracy with the theme: “American History: Our Hope for the Future”. This is a patriotic audio essay competition of 3-5 minutes paired with the student’s original written essay. The national first place winner receives a $30,000 scholarship paid directly to the recipients American University, college, or vocational/technical school.

For the creative, talented artist, the VFW offers the Young American Creative Patriotic Art and is open to any student in grades 9-12 who is enrolled in a public or home school with art being on paper or canvas. The entry must be done during the current school year. The student may submit only one entry. Each entry will be judged on the originality of concept, presentation and patriotism expressed; the content of how it relates to patriotism and clarity of ideas; the design technique; total impact of work; and uniqueness. The deadline to enter at the local level for the Young American Creative Patriotic Art is May 31, 2018.

Proposed Clallam County Shoreline

Master Program (SMP)

A public hearing on the recommended SMP before the Clallam County Board of Commissioners is scheduled for Dec. 12, 2017, at 10:30 a.m., or as soon thereafter as possible in the Commissioners’ Meeting Room of the Clallam County Courthouse, 223 East 4th Street, Room 160, Port Angeles. All persons wishing to comment are welcome to either submit their written comments before the hearing is commenced or present written and/or oral comments in person during the public hearing. Written comments should be sent to the Clallam County Board of Commissioners, 223 East 4th Street, Suite 4, Port Angeles, WA 98362-3015, or emailed to: SMP@co.clallam.wa.us

Prior to the public hearing, the County Dept. of Community Development will host 4 public forums to provide information on the SMP meetings on the West End are:

• Thursday, Nov. 2, at 6 p.m., Sekiu Community Center, 42 Rice St., Sekiu

• Monday, Nov. 6, at 6 p.m., Rainforest Arts Center, 35 N. Forks Ave., Forks

The SMP addresses compliance with the state Shoreline Management Act (SMA), RCW 90.58, and state SMP Update Guidelines (WAC 173-26). It includes goals and policies, regulations for new development and uses, and administrative procedures (e.g., permit process).

The SMP applies to all marine waters, reaches of rivers and streams where the mean annual flow is more than 20 cubic feet per second, and lakes and reservoirs 20 acres or greater in size that are under the jurisdiction of Clallam County and to lands adjacent to these water bodies (together with lands underlying them) extending landward 200 feet in all directions from the ordinary high water mark; floodways and contiguous floodplain areas landward 200 feet from such floodways; and associated wetlands and river deltas. To consolidate regulations, the proposed SMP also includes the full extent of the mapped 100-year floodplain and land necessary for buffers to protect critical areas as defined in RCW 36.70A that are overlapping or otherwise coincident with the shoreline jurisdiction as allowed pursuant to RCW 90.58.030(2)(d)(i,ii). The City of Forks is also considering the SMP for rivers inside the city limits. Maps showing the approximate lateral extent of the shoreline jurisdiction and proposed shoreline environmental designations are found in Exhibit A-Shoreline Maps of the proposed SMP.

The Draft SMP—Planning Commission Recommendation (September 2017) is available for review at the Department of Community Development in the Clallam County Courthouse and on the County‘s SMP Update webpage at: www.clallam.net/LandUse/SMP.html

The existing 1976 SMP (last amended 1992) and related administrative procedures in Chapter 35.01 CCC, Shoreline Management; supporting SMP Update documents including, but not limited to Shoreline Inventory and Characterization Reports, Shoreline Restoration Plan, Cumulative Impacts Analysis and No Net Loss Report, and Consistency Review Report; and other information are also available at the Department and on the County SMP Update website. Property taxes are due Tuesday, October 31

Clallam County Treasurer, Selinda Barkhuis, would like to remind the taxpayers of Clallam County that the 2nd half property taxes for 2017 are due by Tuesday, Oct. 31.

Property tax payments must be postmarked or dropped off at the Clallam County Courthouse by Oct. 31.

Please be aware that mail dropped in a U.S. postal mailbox after the post office pick-up time may result in a postmark of Nov. 1 and will be considered delinquent.

Payments can also be placed in the gray drop box in the drive-through circle in front of the Courthouse on 4th Street.

The Treasurer’s Office can accept most credit and debit cards, either at the Treasurer’s Office counter or online at http://www.clallam.net/Treasurer. A convenience fee will be charged by the credit and/or debit card provider.

Payments postmarked or dropped off at the County courthouse after Oct. 31, are delinquent and subject to 1 percent delinquent interest. On Dec. 1, an additional 1 percent interest and 8 percent penalty will be charged.
